Starting Dec 28, domestic and overseas tourists, as well as Hainan residents boarding ships to leave the island, will be allowed to make duty-free purchases.
Passengers aged over 16 can shop at the duty-free stores by presenting valid ID documents and cruise tickets, or simply place orders online. They can take the delivery of the goods at Xiuying Port or Xinhai Port with an additional shopping voucher.

Many tourists leaving Hainan choose to travel by boat. The total number of boat passengers was recorded at 7.5 million people in 2017, accounting for 25 percent of all tourists leaving Hainan. Most of these tourists are on independent tours and have a strong desire to shop.
The adjustment in tax policy is expected to spur local tourism and boost consumption of overseas goods and luxury items.
