The Hainan delegation to the National People's Congress (NPC) submitted four motions and made eight suggestions to the NPC on May 23.
The four motions included: the motion to make a timely decision on the NPC Standing Committee's authorization of the Hainan Provincial People's Congress and the Hainan Provincial People's Congress Standing Committee to formulate free trade port regulations on international ship registration; the motion to amend the law of the regional people's congress of the People's Republic of China and the organization laws of the local people's governments at all levels; the motion to amend the Prison Law of the People's Republic of China; and the motion to amend the Law of the People's Republic of China on Administrative Punishments.
The suggestions centered on: adjusting the threshold of the postal tax to fully release the effects of Hainan's tax-free shopping policy across the island; supporting Hainan's development of the commercial aerospace market; accelerating legislation to guarantee the convenient cross-border flow of data from the Hainan Pilot Free Trade Port; supporting the construction of "smart Hainan;" promoting social credit legislation, as well as improving credit laws and regulations; strengthening the construction of Hainan's "Belt and Road" Seed Industry Pilot Zone; amending the Yacht Safety Management Regulations as soon as possible; as well as the introduction of rigid measures to strengthen youth physical education.
