A group of experts and scholars recently published a paper evaluating the business environment of Chinese provinces in Business Management Journal and revealed that Hainan ranked 12th among 31 Chinese provinces, autonomous regions, and municipalities.
The paper established an indicator system of business environment at the provincial level in China, as well as quantitatively evaluated and analyzed the business environment in China.
The professionals and scholars came from the Economics and Management School, Wuhan University, and Guanghua School of Management, Peking University.
The paper set the four aspects of doing business, which were clearly stated in the 13th Five-Year Plan (2016-2020), as first-level indicators, including market, government services, legal services and policies, as well as humanistic environment. In addition, based on existing research and the Regulations on Optimizing Doing Business, secondary indicators were selected and indicator weights were determined.
Using this indicator system, the scores of the business environment in 31 provinces were calculated. The results show that the top 3 provinces or municipalities in doing business were Beijing, Shanghai, and Guangdong. Provinces from the 21st Century Maritime Silk Road economic region, including Shanghai, Fujian, Guangdong, Zhejiang, and Hainan, all ranked above the overall average in China, achieving high scores in both sub-environment and opening-up.
