Jiangdong New Area in Haikou, capital of South China's Hainan province, has established a long-term mechanism to optimize its business environment, and its efforts have begun bearing fruit.
Currently, the Jiangdong New Area Administration has administrative permissions over 396 municipal items and 33 provincial items, according to Tong Shanshan, head of the local government affairs examination and approval center.
It has been active in streamlining administrative examination and approval procedures with measures like cancelling construction drawings as well as simplifying information disclosures and expert review procedures.
In addition, Jiangdong New Area has set up service windows to offer industrial policy consultation, handle public complaints, and provide multilingual services including English, Spanish, French, Japanese and Korean.

A one-stop investment attraction service system has been established, with dedicated staff assigned to learn about enterprises' appeals and difficulties, and ensure the smooth settlement of their projects.
Jiangdong New Area recorded 10,734 new market entities in the first eight months of this year, up 155.45 percent year on year. As of Aug 31, it was home to 36,033 market entities.
A total of 151 projects have settled in the area since April 13, 2018 with a combined investment of 93.87 billion yuan ($14.54 billion). Of them, 47 have completed construction with an investment of 15.37 billion yuan.
