Recently, Hainan issued the 14th five-year (2021-25) plan for the development of general aviation industry to promote the transformation and upgrading of Hainan's economic structure.
Hainan is China's only tropical island province with superior climate conditions, and therefore it ranks first in China in terms of the number of days available for general aviation, which is more than 300 days per year.
The plan points out that the development of the general aviation industry is an inevitable requirement for building a strong civil aviation industry. Meanwhile, it will build a convenient air transportation network that connects cities and counties in the province as well as Guangdong, Hong Kong and Macao, the Beibu Gulf, and Southeast Asia.
The general aviation network is an important part of the future construction of a three-dimensional transportation system in Hainan and plays an important role in promoting the transformation and upgrading of Hainan's economic structure.
More specifically, Hainan will deploy general aircraft R&D and manufacturing bases, innovative aircraft test flight verification bases, and general aircraft parts maintenance and support bases. The province will also strive to reach its goal of establishing 20 local registered general aviation enterprises as well as attract more than 80 upstream and downstream enterprises to settle in its general aviation industry chain, and it expects that by 2025 the number of various types of general aviation airports in the province will reach about 10.
