Relying on its unique location and policy advantages, Hainan Free Trade Port (FTP) is attracting overseas consumption to return and striving to build an international tourism consumption center through developing three fields: duty-free shopping, international medical care and "Study in Hainan".
As one of the core policies for the construction of Hainan FTP, the offshore duty-free shopping policy has boosted the people's consumption interests. Currently, there are 10 duty-free shops on the island with diverse business enterprises and a well rounded layout.
According to statistics from Haikou Customs, from January to September this year, Hainan's offshore duty-free sales amounted to 35.5 billion yuan ($5.57 billion), an increase of 121 percent from last year; the number of shopping tourists was 5.13 million, an increase of 84.5 percent; and the sales of duty-free goods amounted to 50.73 million, with a 158 percent increase.
Liu Feng, director of the Research Center for Free Trade Ports with Chinese Characteristics of the Hainan Normal University, said that the duty-free policy has greatly attracted a large amount of overseas consumption to return, which will better promote the construction of Hainan's international tourism consumption center.
Hainan Boao Lecheng International Medical Tourism Pilot Zone is a window for the opening of Chinese medical services and an important supporting platform for Hainan to build its international tourism consumption center.
There are 15 high-end medical institutions in the pilot zone, including many international medical institutions such as the Brigham and Women's Hospital of the United States and the Boao International Diabetes Center of the University of Edinburgh.
"We have entered a stage of in-depth cooperation with international companies," said Lyu Xiaolei, deputy director of the Lecheng International Medical Tourism Pilot Zone Administration. Lecheng has built a platform for market players to share resources and cooperate, simultaneously helping multinational companies open up a medical and health consumer market in China, Lyu added.
Lingshui Li'an International Education Innovation Pilot Zone is the only key park with the theme of international education in Hainan FTP.
In June 2019, the Ministry of Education and the Hainan Provincial Government jointly proposed to support Hainan's construction of an international education innovation island, and to create a new benchmark for China's education opening up and development in the new era.
The pilot area which has a planned area of 12.72 square kilometers started construction in September 2020. The main campus of the pilot area is currently being built and is expected to be put into use next fall
Up to now, eight Chinese universities including Peking University, Nankai University, and Southeast University have signed contracts to settle in. It also attracted 12 foreign universities including Coventry University from the United Kingdom, the University of Alberta from Canada, and Rutgers University from the United States.
Cao Xiankun, director of the Department of Education of Hainan Province, said that in the future, Hainan will introduce a large number of first-class universities from home and abroad to create a multicultural and multidisciplinary global study destination.
