Hainan introduces advantageous RCEP measures

The Regional Comprehensive Economic Partnership (RCEP) took effect on Jan 1, and the Hainan Provincial People's Government has recently introduced 20 measures that will be implemented in cross-border trade cooperation, service trade, regional integration development, institutional innovation and the business environment in order to to take advantage of the RCEP.

Hainan will actively expand cross-border trade by making use of the RECP policy with more than 90 percent of the trade in goods in the region will be tariff-free. Specifically, Hainan will expand the export of competitive products, expand the import of medium and high-end products, pilot customs clearance incentive obligations and develop new trade formats.

Hainan will give full play to the preferential policies of the Hainan Free Trade Port, expand digital trade, optimize medical and health services trade, upgrade tourism and culture services trade, and expand international education services trade.

The province will further attract investment from RCEP member countries, especially enterprises from Japan, South Korea, and Singapore, and improve the level of opening-up. It will also give full play to the geographical advantages of Hainan and ASEAN member countries, continue to deepen exchanges and cooperation, and improve the level of regional integration.

In terms of promoting institutional innovation and optimizing the business environment, the government will release new dividends for institutional opening-up, and build Hainan into a new highland for high-level opening-up.
