Hainan's voice heard at second session for the 13th NPC

All motions and suggestions proposed by the Hainan delegation at the second session for the 13th National People's Congress (NPC) have been replied to and most of them have been adopted by relevant national ministries and commissions in public decision-making processes, according to the Standing Committee of the NPC.

During the second session for the 13th NPC, the Hainan delegation to the NPC proposed eight motions and 50 suggestions. Of the 58 motions and suggestions, 25 were related to deepening reform and opening up, innovation and entrepreneurship, as well as industrial promotion; six were related to rural revitalization; 14 were related to people's livelihood issues like education, science and technology, as well as health and social security; two were related to ecological environmental protection; eight were related to law enforcement; and three were related to other matters.

In terms of quantity, the 25 representatives of the Hainan delegation submitted eight motions, and the motion per capita was higher than the national average. In terms of quality, the proposals raised by the Hainan delegation were accurate in topic selection, clear in expression of the case, and standardized in format, as well as were submitted early.

The Hainan delegation also highlighted the characteristics of Hainan, focusing on the needs of Hainan's reform and opening up, the strategic positioning of Hainan's "three zones and one center" (a pilot zone for comprehensively deepening reform and opening-up, the national ecological civilization pilot zone, the national key strategic service zone, and an international tourism consumption center), as well as strengthening legal guarantees, infrastructure construction, rural revitalization, and industrial support.
